Fortunately, there are many services (Comfi, Actionvoip etc.) springing up that offer much lower rates. Any move from traditional phone networks to voice over IP will be fiercely resisted by several companies, including the company who provides traditional iPhone telephone service in the United States. I'm sure that AT&T, fresh from reporting Google Voice to the FCC as a violator, is probably drawing up similar papers against Skype, and would absolutely love to figure out a way to prevent you from calling Michelle, or anyone else, and bypassing AT&T's rates. It will probably take a significant shake-up in the industry, such as a new player who sets up its own cell towers and is friendly to newer technologies, before we see significant changes. I wouldn’t get ready for that IPO just yet.
